Children in England facing “almost Dickensian” levels of poverty, report warns

England’s children’s commissioner has warned that some children are facing “almost Dickensian” levels of poverty that should shame the country into tackling systemic failures in society.

Commissioner Rachel de Souza urged the government to scrap the two child benefit limit as she published a report featuring harrowing accounts from school age children living in households with low incomes.12

Children report going without basic needs like heating, a place to wash, somewhere to eat breakfast, or safe transport to school—conditions of severe hardship that are “normalising deprivation” in 2025, she said.
